After the death of her husband, Youngboon tells her stepson, Yongjin, of her plans for a short trip. However, she has other plans in her mind, mainly to go back to her hometown, Taebaek, to get a job. She hopes to start a new life there. Fortunately, she succeeds in getting a job as a cleaning lady in a small motel. On that night, she sets out to a beauty shop run by an old friend. On arrival, she finds that the friend had left the city. Only a letter is left, of which reads that Hanhee is looking for her mother, Youngboon.

After having completed the three films, <Wild Flowers>, <Steel Flower>, <Ash Flower>, I had been lost not knowing what to do next. Concerned about my status, my mother suggested making a film about her generation. Then I did not know what will become of the film, but I set out for the country side, Taebaek anyway. On the first day of arrival, I went for a walk in the night. Every corner of the street was so dark and lonely. There I started to imagine an old woman, putting up leaflets on the empty walls. Having approached closer, the face seemed to be beaming. Holding onto such recollections, that’s how I started <The Hill of Wind>.
