SYNOPSIS
2006년 7월 1일 다단계하도급 폐지와 주 유급화, 교섭을 요구하면서 파업에 돌입했던
포항건설노조가 13일 포스코의 대체인력 투입에 항의해 본사 항의방문에 들어갔다. 다음 날 경찰병력으로 포위가 된 노조원들은 경찰과의 물리적 충돌을 우려해 포스코 본사로 피신한다. 이른바 포스코 점거농성이 되어버린 것이다. 상황이 점거로 이어지자 언론들은 대대적으로 건설노동자들의 불법성을 보도했고, 경찰과 포스코는 단전 단수, 음식물 반입을 저지했다. 가족들이 음식물 반입 투쟁이 이루어지면서 7월 16일 포항 형산강 로터리에서 농성지지집회가 열렸는데 이 집회에서 하중근 조합원이 쓰러졌다. 이 날 경찰은 평화적인 집회를 하고 있는 노동자들에 대해, 사전예고 없이 두 번이나 강제해산을 시도하면서 폭력을 휘둘렀다. 그러나 언론은 노동자가 포스코 행진 중에 일어난 사고라고 오보를 내보냈다. 책임소재를 노동자들에게 돌려버린 것이다. 하중근 조합원이 뇌사상태에서 있는 동안 7월 19일 진상규명을 요구하는 노동자들의 집회 이후에 한 임산부가 경찰의 폭력으로 유산을 당하는 사건까지 발생한다. 시위진압을 담당했던 경북경찰청이 수사를 담당하면서 진상규명은 이루어지고 않고 있었고, 결국 8월 1일 하중근 조합원은 사망하게 된다. 이로서 폭도로 몰린 노동자들의 분노는 터져 나왔고, 그들은 포스코로 평화행진을 줄기차게 요구하면서 저지하는 경찰과 몇 차례 격렬한 충돌을 벌인다. 끊임없는 평화행진을 요구하는 노동자들에게 경찰은 결국 포스코로의 행진을 허용했고, 그들은 약속대로 평화적으로 집회를 마무리했다. 그러나 2005년 두 농민을 사망케 했던 경찰은 하중근 조합원의 사인에 대해서 끝내 인정을 하고 않았고, 서울상경투쟁을 통해 진상규명을 요구하던 건설노조는 9월6일 유족들의 요청으로 결국 장례식을 치룬다. 장례식으로 끝으로 투쟁은 소강상태로 접어들었고, 하중근 조합원의 사망도 여전히 밝혀지지 않은 채 1년이 그렇게 흘렀다. 그리고 그가 사망했던 8월 1일, 포항에서는 초졸한 추모제를 뒤로 하고 자본의 승리를 자랑하듯 국제불빛축제가 밤하늘을 아름답게 수놓고 과거를 지워내고 있었다.
DIRECTING INTENTION
IMF 10년이 지나는 동안에 우리사회는 점차 물질만능의 사회와 자본위주의 사회로 변화되었다. 그 속에서 사회적 약자의 민주주의는 실종되었고 그들의 요구는 권력과 자본의 힘의 논리에 의해 지배당하고 있다. 시장경제 위주의 사회는 비정규직 노동자들의 몸부림을 자아내고 있고 사람들은 자신의 이해관계가 없는 곳에는 제대로 관심을 두지 않는다. 2006년 포항건설노조의 격렬했던 투쟁도 성장과 이익을 중요시하는 우리 사회에서 제대로 알려지지 않았다. 그들의 생존투쟁은 반사회적으로 간주됐다.
포스코라는 대자본의 힘이었을까? 건설노동자들의 생존권 투쟁은 폭도로 전락됐고, 그들의 주장은 제대로 알려지지 않았다. 경찰의 탈법적 진압으로 한 노동자가 사망했음에도 불구하고 진상이 규명은 커녕 사회적 문제조차 되지 않았다. 대한민국에서 가난한 사람들의 민주주의는 경제성장이란 미명하에서 죽어 있는 것이다. 나는 노가다라고 불리던 그들의 이야기를 다시 밖으로 알리고 싶었다. 그리고 하중근 조합원에 대한 책임소재도 다시 거론하고 싶었다. 그 속에서 자본이 지배하는 우리사회의 메커니즘을 말하고자 한다.

<회색도시>는 비정규 노동자의 현실을 담아내기 위해 고 하중근열사가 공권력에 의해 타살된 지 1주년이 지난 시점에서 출발한다. 언론으로부터 소외된 섬 같은 존재였던 포항 포스코 점거농성 사건을 통해 건설현장의 고질적인 병폐인 불법하도급 문제를 해결하기 위한 투쟁과 정부와 자본 더나가 언론이 어떻게 노동자들을 바라보는지 새삼 분노를 갖게 하는 다큐멘터리이다. 작품 중반부터 하중근열사가 공권력에 의해 사망한 사건을 두고 벌이는 경찰과 노동자들의 진상규명 싸움을 통해 전태일열사가 분신하면서 외친 근로기준법을 준수하라는 말이 아직도 유효함을 느끼게 만든다. 세계화 시대에 자본과 권력은 언제나 노동자들을 노예처럼 다루려 한다. 비정규직 건설노동자들은 단지 근로기준법을 지켜달라는 요구이자 불법다단계하도급을 근절시키기 위한 법제정을 외치고 있으나 자본과 권력은 힘으로 묵살하고 있는 것이다. 또한 철저하게 미디어로부터 외면당하면서 노동자들을 벼랑 끝으로 몰아붙이고 있는 현실을 현장과 밀착한 있는 그대로의 영상을 통해 전하고 있다.
어느 누구도 정당함을 몰라주는 고립된 공간속에 비정규직 건설 노동자들의 싸움은 노동자들이 처해 있는 현재의 모습을 고스란히 전해주고 있다.

SYNOPSIS
POSCO Construcion unionists who have been on strike since 1st July demanding multilevel subcontracting visited headquarters building of POSCO on 13th July to lodge a protest against company's input of alternative workers. The next day unionists were surrounded by riot police, and they took shelter inside headquarters to head off the collision. This was how so called 'POSCO Lock-in' began. While the press reports were focused only on the unlawfulness of the unionists' occupation, police and the company shut off electricity and water supply of the heaquaters building. As unionists' families struggled to sedn food to the isolated unionists in the building, they held a rally to support unionists' protest. And during the peaceful rally shere riot police stormed into twice with violence, a unionist Ha Joong Guen fell down, and died after all.
However, the press reported that the death was just an accident in the middle of the rally which turned out to be false. Both Newspapers and TV news blamed the death on unionists. Moreover a pregnant woman was assaulted by the ript police to lose her unborn child during the rally on 19th July, which was organized to urge the government to get the bottom of Ha's death. It is still unknown who catually hit Ha's gead as the Kyongbuk Porvince Police authority itself-the authority undertook the operation was in charge of the case. Because of Ha's death unionists descirbed as 'rioters' by the press and the police, got angered eben more. The unionists outsisde POSCO headquarters building held rallies to urge the police to allow peaceful march toward POSCO headquarters where another unionists was 'accupying'. Eventually the police let unionists march to the geadquaters building after several claches, and they marched peacefully as promised.
Yet, the police denide responsibility of Ha's death (just as it did when it killed two farmers in 2005) even though unionusts came to Seoul to demand inquire into the actual state of the death. Ha's funeral had to be held on 6 Sep by the request of his family. Now, one year has been passed sinch the fueral without knowing who killed Ha, and the struggle to find truth came to a state of lull. Ha's comrades kept the first small anniversary of his death on 1st Aug 2007 in Pohang. And Behind the small anniversary, lamplights from the Intermational Lamplight Festival shined brightly as it they celebrated anniversary of the capital's victory, or as if they erased the past.
DIRECTING INTENTION
Ever since th International Monetary Fund restructuring program had been initiated in 1997, Korea has become a society of mammonism and supercapitalism where one can hardly find democracy for the unprivileged whose reasonable demand is disregarded by the power and capital. While Market capitalism-oriented society squeezing non-regular workers, people tend to pay little attention to this issue as if they have no interest in it at all. POSCO Construction workers' fierce struggle in 2006 cluld be a case. Their struggle was not widely understood, and it saw even described as an antisocial action. Was it distorted by POSCO, the large-cap? POCP Construction workers in the middle of the struggle for their suvival were often regarded as mobsters, and their request was not properly known to the public. When a construction worker was killed by the riot police during the struggle, the case was not fully investigated. And the death wasn't even dealt as one of the serious social problems by the pulic. In Korea there is no democracy for the impoverishd in the name of economic development. I would like to disclose their story to the public again. I should also speak out who is responsible for the death of Ha Joong guen. and tell the audience about the mechanism of our society dominated by inhumane supercapitalism.
